Notice of consultation on the Darlington Local Plan - Proposed Modifications

The Inspector conducting the examination of the Darlington Local Plan has concluded that Main Modifications are required to make the plan sound.  A schedule of proposed Main Modifications has been prepared which is to be the subject of consultation.  The Main Modifications are proposed without prejudice to the Inspectors’ final conclusions on the plan, which will take into account all of the representations submitted in response to this consultation.  In addition to the proposed Main Modifications, comments are invited on the following:

·         A schedule of proposed modifications to the Local Plan Policies Map

·         Sustainability Appraisal of the Modifications

·         Habitats Regulations Assessment of the Modifications

·         Minor Modifications proposed by the Council

The consultation runs from:

Tuesday 19 October 2021 until 5pm on Tuesday 30 November 2021

During the consultation period a copy of the consultation documents will be available for inspection on the Council’s consultation portal: https://darlington.objective.co.uk/portal/

And by prior appointment at Darlington Borough Council Customer Contact Centre:

Town Hall, Feethams, Darlington, DL1 5QT

The consultation documents will also be available to view at the following places:

Darlington Library, Crown Street, Monday to Saturday 10am – 4pm
Cockerton Library.  Documents will be available once the library has reopened after its refurbishment.
 

How to make representations

Representations on consultation documents can be made:

Online: At the Council’s consultation portal https://darlington.objective.co.uk/portal/

In writing using this form: Planning Policy, Darlington Borough Council, Town Hall, Darlington, DL1 5QT or email to [email protected]

If you wish to make comments on multiple modifications of the plan you should complete a form for each of the modifications you wish to comment on.  

Please note:  the representations period ends at 5pm on Tuesday 30 November 2021.  To comply with current planning regulations any representations received after this time will be treated as if they were received on the next working day.  As such they will be late representations and may not be considered by the Inspector.  As this is a formal representation period no exceptions or extensions can be made.

Representations on the Main Modifications and Policies Map changes are required to state how they relate to ‘Soundness’ and ‘Legal Compliance’.

This is not an opportunity to raise again matters relating to other parts of the submitted Darlington Local Plan that have already been considered by the Inspector during the Examination.  The Inspector will only consider representations which relate specifically to the proposed Main Modifications and the other consultation documents.

Restarting the Local Plan process

With the ongoing relaxation of COVID-19 restrictions, the Council are now looking to restart the Local Plan preparation process.  With this in mind we are aiming to publish the Proposed Submission Plan (Regulation 19) for a statutory representation period of 6 weeks commencing in early August.  Precise dates will be confirmed in due course and are subject to change in line with Government guidance relating to COVID-19.

How to get involved:

If you have already commented on the plan and are on our consultation database you will be notified when the representation period starts.  If you have not done so you can register on our Local Plan Consultation Portal.

Local Plan Deposit (Regulation 19) Representation Period - Update

Due to the ongoing and developing situation with the Coronavirus (COVID 19) pandemic we are currently unable to advise when the Local Plan will be placed on deposit. Anyone who has previously commented on the Local Plan or registered on the consultation portal will be informed when we are in a position to place the Plan on Deposit. As you will appreciate we would not want to be in a position where people were unable to be involved.

We urge anyone who is interested in the Local Plan to register your details and we will ensure you are kept informed. You can register by following the steps below:

  1. Go to the portal - http://darlington-consult.objective.co.uk/portal
  2. Click ‘Login/Register’
  3. Click ‘Register’
  4. Complete Registration form (mandatory fields are marked *) and click ‘OK’
  5. You should now receive an email with a link you must click the link to confirm your registrations.

The Consultation on the Draft Darlington Local Plan 2016 - 2036 has now closed.

The Draft Darlington Local Plan 2016-2036 Consultation has now closed.  Thank you to all those who have submitted comments and attended our consultation events.  Your comments are now being processed and reviewed.  The next stage will be a report to Members with recommendations based on the comments received.  This is anticipated to happen later this year, with dates to be confirmed.

There are only 2 more days to go until the current consultation on the Draft Darlington Local Plan 2016-2036 comes to an end.
