Nutrient Neutrality Advice - Updated 21 July 2022

Natural England (NE) together with the Department for Levelling Up, Housing and Communities (DLUCH) announced on 16 March 2022 that the entire administrative area of Darlington Borough Council is now located within the catchment area of the Teesmouth and Cleveland Coast Special Protection Area (SPA).

Under the Habitats Regulations, those planning authorities falling within the catchment area must carefully consider the nutrients impacts of any projects, including new development proposals, on habitat sites and whether those impacts may have an adverse effect on the integrity of the site that requires mitigation.

This is a Central Government requirement over which Darlington Borough Council as Local Planning Authority has no control, other than ensure that it’s requirements are met and are treated as a material considerations.

This matter will need to be considered as part of the application process before a decision can be made.

The Statement of Community Involvement sets out how you can get involved in Local Plan and Development Management decision making. We’ve reviewed the part about the Local Plan so that it meets the current regulations and is up to date on what we can commit to doing. Welcome to the new Darlington Local Plan website. Whether you’re a member of the public, a local Councillor, a land owner or a business owner in the town, we’ll be using this site to keep you up to date with what’s happening on Darlington’s new Local Plan. This will be the place to:

  • Get the latest news on the progress of the Local Plan
  • Find out about ways to get involved in preparing the Local Plan
  • Sign up for email updates when significant milestones are reached or there are opportunities to get involved

The Council aims to produce the new Local Plan for Darlington in the next two years – after that it will take another year to be adopted. It sounds like a long time, but the Local Plan has to bring together a lot of different topics for the whole Borough and be sure our plans can all be delivered – there’s a lot of work to do!
