New Local Development Scheme 2020-2023

The Local Development Scheme (LDS) provides an overview of the development plan and supplementary planning documents that the Council intends to prepare to set out where new buildings, shops, businesses and infrastructure need to go in the Borough and what they should look like. The LDS explains the purpose of each and the timing of their preparation, alongside the resources required to prepare them.

The new Darlington Local Development Scheme for 2020-2023 was approved by Cabinet in February 2020.

Additional Drop-in Event - Skerningham Further Traffic Modelling

In addition to the engagement session on Thursday 9th January, and in response to comments received so far, an additional drop-in session has been arranged in the Community Room at Oban Court, Whinbush Way, on Wednesday 15th January 2020 between 4.00pm and 7.30pm, giving residents and other stakeholders a second opportunity to view the details, with Council officers and representatives of the site promoter available to answer questions.  For more information visit the Skerningham Masterplan page.

Skerningham Further Traffic Modelling

Skerningham Further Traffic Modelling & Springfield Park

Skerningham has been recognised as having potential to provide additional houses within the Borough.  Access points into the area have been considered, one being through Springfield Park which raised objections. Additional work has been commissioned to consider this access to the site further. A public drop in session will be held at Whessoe Parish Hall on Thursday 9th January 2020 between 3.00pm and 6.30pm where Council officers and representatives of the promoter will be available to answer questions.  For more information visit the Skerningham Masterplan page.

Proposing to pause delivery on the Local Plan

We are proposing to pause the delivery of the local plan to allow for further analysis to be completed before it is taken to Cabinet for approval.

Last week the scrutiny committee discussed some further points around the planned development of the Springfield Park access road.

Traffic modelling work will be carried out over the summer months to explore access options to the potential Skerningham development.

Heather Scott Leader of the Council said: “This is absolutely the right thing to do given the points raised by the public and at our place scrutiny committee.  It’s important we listen to feedback, taking into account all views and options before committing to a local plan for Darlington.”

Middleton St George Neighbourhood Area Consultation

The Regulation 6 Consultation on the Middleton St George Neighbourhood Area has started today and will run until 5pm on Friday 29 March 2019.

In January 2019, Middleton St George Parish Council applied to Darlington Borough Council for a new Neighbourhood Area to reflect the changes in the parish boundary and to pursue the preparation of a Neighbourhood Development Plan. The boundary changes came about via a Community Governance Review in 2016. The Parish Council are proposing a Neighbourhood Area of the new parish area and excluding land at Durham Tees Valley Airport. Even though this land at the airport falls within the parish boundary it is considered inappropriate for Durham Tees Valley Airport to be included in the Neighbourhood Area due to its strategic importance.
