The Local Development Scheme (LDS) provides an overview of the development plan and supplementary planning documents that the Council intends to prepare to set out where new buildings, shops, businesses and infrastructure need to go in the Borough and what they should look like. The LDS explains the purpose of each and the timing of their preparation, alongside the resources required to prepare them.
The new Darlington Local Development Scheme for 2020-2023 was approved by Cabinet in February 2020.

In addition to the engagement session on Thursday 9th January, and in response to comments received so far, an additional drop-in session has been arranged in the Community Room at Oban Court, Whinbush Way, on Wednesday 15th January 2020 between 4.00pm and 7.30pm, giving residents and other stakeholders a second opportunity to view the details, with Council officers and representatives of the site promoter available to answer questions. Skerningham Further Traffic Modelling & Springfield Park
Skerningham has been recognised as having potential to provide additional houses within the Borough. Access points into the area have been considered, one being through Springfield Park which raised objections. Additional work has been commissioned to consider this access to the site further. A public drop in session will be held at Whessoe Parish Hall on Thursday 9th January 2020 between 3.00pm and 6.30pm where Council officers and representatives of the promoter will be available to answer questions.
