Natural England (NE) together with the Department for Levelling Up, Housing and Communities (DLUCH) announced on 16 March 2022 that the entire administrative area of Darlington Borough Council is now located within the catchment area of the Teesmouth and Cleveland Coast Special Protection Area (SPA).
Under the Habitats Regulations, those planning authorities falling within the catchment area must carefully consider the nutrients impacts of any projects, including new development proposals, on habitat sites and whether those impacts may have an adverse effect on the integrity of the site that requires mitigation.
The Tees Catchment Area Planning Authorities recently commissioned a report to investigate the likely occupancy rate of new dwellings in the affected area. The conclusions of the report in relation to Darlington suggested a lower figure than the national figure used in the Natural England published Nutrient Budget Calculator. The figure for Darlington is 1.1 rather than the 2.4 national figure.

A second round of public consultation on the draft Design Code for Skerningham Garden Village is now live.
After changes were made to the document as a result of the responses from the first consultation in autumn 2022, Cabinet agreed to hold a second consultation to make sure views of residents on the updated document are heard.
The consultation will run until Friday 13 January 2023.

Design NE will be holding a Drop In Session for the Skerningham Garden Village Design Code - Draft SPD during the official consultation period which allows you to ask specific questions regarding the Draft Design Code produced by us for the Council. Council staff will also be available to explain how you can make your comments to the consultation.
The session will be held on Thursday 22nd Sept 2022 between 15:30 – 19:30 at Harrowgate Hill WMC and Institute, Salters Ln N, Darlington DL1 3DT

Consultation on the Skerningham Draft Design Code SPD will run until Monday 17 October 2022 at 5pm.
The design code is required as part of the recently adopted Darlington Local Plan 2016-2036 and reflects the requirements in government guidance.
It sets out a design process and design principles for developers to follow when preparing their plans for a new Garden Village.
